Abstract :
The paper examines the socio-economic impact of Osun school reclassification/merger policy in selected rural communities across the state. The poor state of the rural infrastructure and the resultant effect on rural livelihood accompanied by unfavourable government education policies towards the rural area was the sole purpose that motivated this study. In achieving its aim, the paper clarified the concept of policy and educational policy. The urban bias theory was the theoretical framework adopted for the study. In carrying out the study, both quantitative and qualitative data were adopted. The total numbers of residential housing units in the selected communities (3,159) constitute the sample frame while 10% of the residential housing units (317) make up the sample size for the study which was randomly sampled. Findings from the study show that the overwhelming majority of the respondents were male (74.4%). Also, 37.5% of the respondents were within the age of 41yrs-60yrs. In addition, 88.2% of the respondents believe that the policy has not improved the economy of the rural community. 63.7% of the respondents believed the policy has not enhanced quality education. In light of the findings, the introduction and implementation of public schools reclassification and merger in Osun state could be adjudged to be non-participatory and non-inclusive. The study therefore recommends effective citizen participation in future policy making, involvement of local artisans and professionals in implementation, construction of new schools, indigenous system of education should be uphold and out of school children must be capture in subsequent policies.
