Abstract :
The development of petrol filling stations is one of the features of urbanised and motorised societies. However, for the purpose of environmental, health and safety considerations, the development of petrol filling stations must be done in accordance to established standards. The study aims at investigating the level of development control compliance among petrol filling stations in Minna, Nigeria with a view to evolving pragmatic solutions for ensuring development control effectiveness with regards to the location of petrol filling stations in Nigeria at large. Twelve petrol filling stations were selected for the study using the purposive sampling approach. Both descriptive and inferential analytical techniques were adopted for the study and data analysis was conducted with the aid of Statistical Package for Social Sciences. This study revealed that, with the exception of distance from the location of petrol filling stations to residential areas, the location of petrol filling stations in Minna complies considerably with the development control minimum standards for the development of fuel stations. However, it is worrisome to note that petrol filling stations in Minna defy the standard minimum distance from abutting residential areas. The study, therefore, suggests the need for more proactive site inspection among the town planning and built environment professionals, enlightenment of the developers and owners of petrol filling stations on the dangers of developing petrol filling stations close to residential areas and enforcement of strict penalties for contravention of planning standards with regards to the setting-up of PFS.
