Abstract :
The paper attempted to examine the practices of free education in secondary schools in the Central District of Zanzibar. It employed a sample of 128 participants and 27 key informants to implement the mixed methods approach in the four public secondary schools. The cross-sectional design was used. A simple random sampling method and purposive sampling methods were used for students and teachers with educational officers respectively. Questionnaire survey and interview methods gathered data from students and teachers respectively. It was found that free education does not limit the payment of extra hours in schools by students for learning. There were extra class subjects paid in subjects out of schools in the study area. It was also found that public schools unlike private schools do not implement school fee charges. However, evidence was found that free secondary education does not involve payment for food, sanitation and environment, and some educational materials. It was concluded that free education in secondary schools in the study area is limited to school fees and some educational materials. It was recommended that given the limited capacity due to resource availability and access, there is a need to adopt integrated measures in the governance of free education services including the participation of other actors in resource facilitation for education development.
