Abstract :
The Republic of Uzbekistan, situated in Central Asia, is undergoing rapid economic development and industrialization. With this progress comes the inevitable increase in man-made risks, stemming from various sectors such as industrial, transportation, energy, and construction. In this article, we present a comprehensive analysis of the current status of man-made risks in Uzbekistan and propose a strategy for their monitoring and forecasting. The analysis begins with an overview of the major industries in Uzbekistan and their associated risks. Industrial facilities, including chemical plants, manufacturing units, and mining operations, pose significant risks to both the environment and human health. Transportation infrastructure, particularly roads and railways, also present risks such as accidents, spills, and infrastructure failures. Additionally, the energy sector, which relies heavily on fossil fuels and hydropower, carries inherent risks related to resource extraction, production, and distribution. Lastly, the construction sector, fueled by urbanization and infrastructure development, introduces risks associated with building collapses, accidents, and inadequate safety measures. Following the analysis of existing risks, we delve into the importance of monitoring and forecasting systems in mitigating these threats. Effective monitoring allows for real-time assessment of risks and facilitates timely interventions to prevent or minimize their impact. Moreover, forecasting enables proactive planning and preparation for potential hazards, thereby enhancing resilience and reducing vulnerabilities. In proposing a strategy for monitoring and forecasting man-made risks in Uzbekistan, we advocate for a multi-dimensional approach that integrates technological, institutional, and community-based solutions. Technological advancements in remote sensing, geographic information systems (GIS), and sensor networks offer valuable tools for monitoring various risk factors such as air and water quality, industrial emissions, transportation flows, and infrastructure conditions. Furthermore, the establishment of dedicated monitoring stations and the deployment of unmanned aerial vehicles (UAVs) can enhance data collection and analysis capabilities across different sectors.
